Shirley Puchalski

Managing Director, Administrative Services

Shirley Puchalski is Managing Director for Administrative Services at the Millennium Challenge Corporation (MCC). She has served at the MCC since February of 2004.  Ms. Puchalski is responsible for the delivery of high quality, cost-effective support and administrative services essential to the operation of the MCC.  She oversees all program areas which include: records management, asset tracking, facility operations, mailroom/copy center operations, and parking.

In 2001 she was named to serve as Deputy Administrator of Congressional Relations for the General Services Administration headquarters in Washington, D.C.  In 2002 she was promoted to GSA’s Director of Administration.

Ms. Puchalski held a 15 year career with the late United States Senator Paul D. Coverdell (R-GA).  In 1990 before Coverdell was elected to the U.S. Senate, she inaugurated an educational program named World Wise Schools at the Peace Corps headquarters in Washington, D.C. serving under Peace Corps Director Coverdell.  Upon Coverdell’s election in 1992 to the U.S. Senate, she assumed the role of Director of Operations where she supervised and directed operations including financial management, human resources, constituent services, ethics, and logistics. 

Ms. Puchalski was born in Massachusetts and grew up in Northampton, Massachusetts.
