Gina Porto

Senior Director, Corporate Policy & Planning

Gina A. Porto is the Senior Director of Corporate Policy and Planning at the Millennium Challenge Corporation.  Ms. Porto serves as a lead advisor to the Chief Executive Officer on matters related to planning, implementing, and communicating CEO initiatives and strategy. Ms. Porto oversees planning for CEO engagements, meetings, and travel, manages policies and procedures for the Office of the CEO, and serves as co-leader of the agency’s internal policy review panel.  Ms. Porto contributes to and provides leadership on corporate planning, strategy, and organizational assessments, and assists in handling interagency requests and coordination, administrative budget issues, organizational changes, and staffing plans.

Prior to this assignment, Ms. Porto served as the Senior Advisor to the CEO. In this capacity, she worked with the Chief Executive Officer, Deputy Chief Executive Officer, and Chief of Staff on various implementation, operational, policy, congressional, and human capital issues, and she oversaw CEO scheduling, correspondence, and briefings, as well as MCC’s internal Investment Committee. Prior thereto, Ms. Porto served as a Senior International Attorney in MCC’s Office of the General Counsel, where she worked primarily on MCC’s programs in Georgia, El Salvador, Honduras, and Tanzania.  In this capacity, Ms. Porto assisted with negotiating, drafting, executing and implementing Compacts and supplemental agreements, as well as monitoring recipient countries’ compliance with funding requirements and restrictions.
 

Prior to joining MCC, Ms. Porto was a transactional attorney in the private sector.  As a member of the Project Finance Group in the New York office of the firm formerly known as Dewey Ballantine LLP, Ms. Porto represented institutional lenders and investors in connection with the development, financing, construction, and operation of domestic and international infrastructure projects, primarily in the energy sector.  Ms. Porto also worked in the Energy Group of the Washington, DC office of Sutherland Asbill & Brennan LLP, where she represented energy trading companies in transactions involving the purchase, sale, storage, exchange, inventory financing, marine transportation, and processing of oil, natural gas and other commodities

Ms. Porto received her B.A. in American Studies magna cum laude from Fordham University and her J.D. cum laude, Order of the Coif, from Fordham University School of Law.
