Thomas Kelly

Managing Director, Policy Improvement

Thomas Kelly is the Managing Director for Policy Improvement at the Millennium Challenge Corporation, where he manages the group responsible for promoting policy reform through MCC’s Threshold Program.  At MCC, Mr. Kelly previously served as the Managing Director for the Development Policy Division, which is responsible for the evaluation of country performance and the selection of countries for eligibility for funding from the Millennium Challenge Account.

Prior to joining MCC, Mr. Kelly served as an economic consultant for the World Bank, UNDP, UNICEF, USAID, IDB, JICA and international NGOs in Sub-Saharan Africa, South Asia, and the Eastern Europe. Mr. Kelly was a professor of Economics on the faculty at Middlebury College, a Fulbright Scholar in Kenya, and a visiting professor at the Universidad Autónoma de Yucatán and at the Colegio de la Frontera Norte in Mexico.  He began his career working in community-based NGOs in Mexico and Puerto Rico.

Mr. Kelly holds a Ph.D. and M.A. in Economics from the University of California, Riverside and a B.A. in Economics from the University of Notre Dame. His scholarly research and technical publications have focused on poverty reduction, education, and environmental issues in developing countries.
