The Tanzania threshold program was largely implemented as planned and most outputs were achieved. As a result of threshold program support, the Tanzania Public Procurement Regulatory Authority conducted 39 audits of procuring entities, one of which uncovered irregularities in the procurement of electrical generators by the national electricity purveyor. This report was made public and was prosecuted by threshold trained prosecutors. The subsequent scandal attracted national attention and led to the resignation of several senior government officials, including the Prime Minster. In addition, the threshold program supported the creation of five legal aid clinics and a legal aid secretariat involving eight of the twelve major legal aid providers in Tanzania. The threshold program also supported the creation of 83 public expenditure tracking committees across Tanzania, the majority of which are still active.
How we Track Progress
MCC emphasizes both achieving and measuring results in its threshold programs. During program development and implementation, MCC worked closely with the Ministry of Finance , who coordinated program design on behalf of the Government of Tanzania, and with USAID, MCC's on-the-ground representative. Both USAID and the Government of Tanzania contributed to establishing program milestones and refining program indicators for the Tanzania threshold program. Tanzania's threshold program indicators were tracked quarterly by MCC in a Results Reporting Table (RRT) that reported progress over each quarter compared to the baseline and program targets.
Final Implementation Reports
Three months after a Threshold Program ends, USAID provides MCC a final report based on information provided by implementers and USAID program managers. A brief overview of some highlighted results is also available in the Final Status Report.
