Phase III: Project Development and Appraisal
Once MCC’s senior management has approved a country’s concept paper to move forward to full project development and appraisal, the due diligence process begins.ÃÂ This is the longest and most costly part of compact development, and can take 16 months or longer. The purpose of the project development and appraisal process is to investigate all aspects of a proposed project in order to determine the costs, risks, viability, and opportunities of the proposal.ÃÂ
The following chapters outline MCC’s due diligence guidance for infrastructure, agriculture, land education, health, community development and private sector development projects.ÃÂ The section also provides additional guidance on MCC’s guidelines for environmental and social assessment and monitoring and evaluation guidelines for all project sectors.
