Former AED and USAID Official Patrick C. Fine Named MCC Vice President for Compact Implementation

Washington, D.C. The U.S. Governments Millennium Challenge Corporation (MCC) Chief Executive Officer Daniel W. Yohannes announced today that Patrick C. Fine will join MCC as the Vice President for Compact Implementation (CI).

“I am pleased to announce Patrick as the most recent addition to MCCs senior leadership team,” said Mr. Yohannes. Patrick’s long history working in Africa, Central Asia, and Latin America are ideally suited to his new role as the Vice President for Compact Implementation. His practical understanding of policy and program design and his track record of achieving meaningful development results will greatly contribute to MCC.”

As the Vice President for CI, Mr. Fine will lead the staff responsible for managing MCC’s relationship with compact partner countries, including overseeing and supporting countries implementing compact projects; providing technical expertise in specific sectors, such as education, finance, infrastructure, agriculture, and health; and ensuring that MCC compacts meet MCC quality standards for procurement, financial management, environmental and social impact, and integrating gender considerations.

Mr. Fine is currently the Senior Vice President at the Academy for Educational Development (AED) and the Director of the Global Education Center where he oversees education development programs in Africa, Latin America, and Asia. Prior to working at AED, Mr. Fine served at the United States Agency for International Development (USAID) as the senior Deputy Assistant Administrator in the Africa Bureau and was a member of the Senior Foreign Service. During 2004 to 2005, Mr. Fine served as the USAID Mission Director in Afghanistan where he oversaw rapid expansion of U.S. assistance for reconstruction and development. Prior to serving in Afghanistan, Mr. Fine held numerous other posts with USAID, including Deputy Mission Director in Senegal, Education Team Leader in South Africa, General Development Officer in Uganda, and Education Officer in Swaziland. Mr. Fine is the recipient of numerous awards including the Ordre de Merite from the Government of Senegal and a Distinguished Career Award from USAID.
