Partner Country Procurements

After an MCC partner country—often called an “accountable entity” or “MCA entity”—signs a Compact, it begins implementing its projects aimed at reducing poverty.  During that implementation, the country will need to procure various goods, works and services.

To ensure fair and open procurements, all MCA entities must:

‘MCC Program Procurement Guidelines’

The MCC Program Procurement Guidelines define the requirements for MCC partner countries with signed Compacts, also known as “accountable entities” and “MCA Entities”, to procure:

  • Goods;
  • Works;
  • Consultant services; and
  • Non-consultant services.

These guidelines take effect upon signing the Compact.

Authorship

The MCC Program Procurement Guidelines are based on the World Bank’s Guidelines for the Selection and Employment of Consultants by World Bank Borrowers and Guidelines for Procurement under IBRD Loans and IDA Credits. The MCC Guidelines track by paragraph and footnote the October 2006 version of the World Bank’s Guidelines; but they have been adapted to MCC programs and applicable laws and regulations.

The MCC Program Procurement Guidelines differ from the World Bank Guidelines in five key ways by:

  1. Providing broader opportunities within the advertising requirements.
  2. Tightening restrictions on currency use.
  3. Prohibiting national preference in procuring goods, works and services.
  4. Including the excluded parties list identified under U.S. laws and policies.
  5. Defining English as the official operating language for MCA-funded procurements.

The MCC Program Procurement Guidelines also include:

  • Implementation requirements;
  • Approvals matrices; and a
  • Glossary of terms.
