Kim Bell is a principal advisor to the Vice President of the Office of Administration & Finance on all administrative and general management activities for the Corporation. Ms. Bell is responsible for the development and implementation of MCC’s Human Capital Strategy, HR policies, and systems. In addition, she manages the Workforce Relations team that encompasses Learning & Development, Performance Management, Employee Relations, Benefits & Retirements, Flexible Work & Work Life, Programs. Ms. Bell advises and consults with senior management on personnel–related matters and various human resources policies and procedures, and co-manages budgetary allocation and execution of financial resources for the division while continuing to manage her official assignments.
Upon retiring from the United States Navy in 2006 with 20 years of active-duty service, Ms. Bell joined the Federal service with the Naval Facilities Engineering Command (NAVFAC) at Washington Navy Yard, D.C. She transferred to the Department of Defense, Quantico, V.A., in 2008, and to the National Labor Relations Board in 2010. In 2013, she joined the Millennium Challenge Corporation. Ms. Bell has specialized in the areas of Employee Relations, Performance Management, Benefits & Retirements and Flexible Work & Work Life Programs throughout her federal service career.
Ms. Bell is a native Virginian. She holds a Master’s degree in Human Resources Management from the University of Maryland University College (UMUC) and a Bachelor’s degree in Human Resources from UMUC. She also holds several certifications including mediator, training instructor, Lean Six Sigma – green belt, and COVID-19 contact tracer.
