Keynote Speaker

The Honorable Condoleezza Rice

Former Secretary of State

From January 2005 to 2009, Condoleezza Rice served as the 66th Secretary of State of the United States, the second woman and first African-American woman to hold the post. Dr. Rice also served as President George W. Bush’s National Security Advisor from January 2001 to 2005, the first woman to hold the position.

Dr. Rice currently is a leading academic at Stanford University, where she is a professor of political science, a professor of political economy in the Graduate School of Business and the Thomas and Barbara Stephenson Senior Fellow on Public Policy at the university’s Hoover Institution. She is also a founding partner of RiceHadleyGates.

During her tenure as chair of MCC’s Board of Directors, the agency signed 16 compacts worth more than $6.3 billion and 20 Threshold Programs totaling almost $439 million.



The Honorable Patrick Leahy

United States Senator

Patrick Leahy has represented Vermont since 1975 in the U.S. Senate. Senator Leahy is the chairman of the Senate Judiciary Committee and the most senior member of the Appropriations and Agriculture committees.

He chairs the Appropriations Subcommittee on State Department and Foreign Operations. He ranks first in seniority in the Senate and is the president pro tempore.



The Honorable Michael Froman

Deputy National Security Advisor

Michael Froman is the Assistant to the President and Deputy National Security Advisor for International Economics. He is responsible for coordinating policy on international trade, financial, energy security, climate change, development, and democracy issues.

He serves as the U.S. Sherpa for the G20 and G8 summits and staffs the president for the Asia-Pacific Economic Cooperation summits.
