Carefully consider grantee financial capacity and targeted business models when structuring grants. The original co-financing structure had developers paying most initial costs, and therefore shouldering a larger share of the risk when implementation was delayed. This was especially difficult for the mini-grid grantee model which required market research, site selection, securing regulatory approval and down payments on equipment before receiving the first planned milestone disbursement. Despite eventual milestone revisions, implementation delays meant that many developers waited years before receiving first disbursements.
