Evaluations of policy and institutional reform projects should take advantage of a range of qualitative and quantitative methods. This evaluation was scoped around several evaluation questions that reflected MCC’s interest in learning and accountability. While it can sometimes be challenging to attribute results of reform activities to specific/precise activities, using a broad scope of evaluation methods can help to mitigate this concern. For example, while MCC had no direct financial investment in the development of the social cadaster or the new entity responsible for managing irrigation water (Aguas de Rega), using the range of quantitative and qualitative methods at its disposal such as household surveys and extensive utility administrative data, the evaluation demonstrated the importance of the foundations established by the water sector in influencing these later developments.
