Using tracer studies of existing students to get a baseline can help set realistic objectives. Tracer studies could have improved the alignment of the new TVET (Technical and Vocational Education and Training) curriculum with the skill level of students who enrolled in the programs by showing a baseline from which objectives and realistic levels of improvement could be set. In hindsight, this would have helped reduce the misalignment between the curriculum and student level.
