MCC should ensure that realistic and credible assumptions underlie project logics for each grant. The evaluation found that several grant projects failed to achieve stated objectives, suggesting flaws in the project logics. The evaluation noted low demand in affected areas, in particular, as a risk factor for continued sustainability. Similarly, the Javlec solar ice production grant overestimated demand for ice from small-scale fishing, so that only large-scale traders benefited significantly while also limiting the potential for benefits. The PEKA solar grant did not manage to continue operating for any substantial time as a result of local resistance and diseconomies of scale of small-scale natural resource processing. If MCC had examined the project assumptions more critically, these funds could have been directed more intelligently.
