Evaluating periodic maintenance is not realistic within a seven-year evaluation timeframe.

Evaluating periodic maintenance is not realistic within a seven-year evaluation timeframe. MCC has struggled with evaluation timing for road projects (i.e. how many years after road completion should the evaluation take place). The evaluation could be done within 3-5 years to capture medium-term results, or it could be done after 7 years to capture periodic maintenance. The sooner the project is evaluated, the sooner the evaluation’s results can be applied to new projects. The Moldova Road Rehabilitation Project evaluation took place approximately 7 years after the road had been improved and periodic maintenance had not been needed yet. We would need to wait even longer to evaluate this result, at the expense of applying the evaluation’s other results to new projects in the meantime.
