MCC should conduct a more methodical root cause analysis that includes on-the-ground information gathering. During implementation it was found that the irrigation feasibility study was weak, and the baseline situation of the irrigation areas wasn’t well understood. This resulted in some re-design of the irrigation interventions during implementation which caused delays and increased cost. This was problematic as the evaluation points out because the irrigation systems were only rehabilitated towards the end of the program given delays in construction, so the new Water User Associations had little or no practical experience managing the irrigation systems before the Compact ended.
