The lack of clear problem diagnosis and prioritization resulted in a complicated activity and in delays while key information was collected. In addition, both the program logic and economic rate of return contained components that were not directly linked to outcomes by evidence. MCC should continue to improve its pre-implementation processes for root-cause analysis and program-design to help prioritize which aspects of an activity are key based on consultation and data. In addition, MCC’s new Monitoring and Evaluation Policy (2023) includes a Results-Definition Assessment at the time of project approval.
