Lesson Learned
Investing in maintenance may have been more cost-effective: MCC’s current practice of conducting a network analysis during project development increases consideration of maintenance investments. However, politicization of maintenance funding streams is a problem in Tanzania and would have been difficult to solve with an MCC investment.
