As Acting Vice President for Compact Operations at the Millennium Challenge Corporation (MCC), Jason Small oversees the agency’s multibillion-dollar global portfolio of large-scale grant programs – known as compacts – designed to advance America’s economic and strategic interests and deliver measurable returns. In this capacity, he directs results-driven foreign assistance investments, represents MCC in partner countries, and provides strategic leadership on how MCC resources are deployed to catalyze business investment and drive economic growth.
Previously, Mr. Small served as MCC’s Managing Director for Africa, where he oversaw infrastructure and economic reform projects in 13 countries and provided financial oversight for $5 billion in U.S. grant funding. His work improved access to reliable energy and transportation, supported more transparent economic policies, contributed to greater regional stability and created more predictable environments for private sector growth across the African continent.
Before joining MCC, Mr. Small held leadership roles at the U.S. Department of State, where he shaped U.S. foreign policy for 16 West African nations and coordinated interagency efforts in Sudan and South Sudan. He played a pivotal role in the peace talks that produced the Comprehensive Peace Agreement that opened the way to South Sudan’s independence. He also served as a Brookings Institute Fellow on the U.S. House Appropriations Committee’s State, Foreign Operations and Related Programs Subcommittee.
Mr. Small holds a Master in Public Policy from Harvard’s John F. Kennedy School of Government and a B.A. from Mount Vernon Nazarene University. He earned a Certificate in Public Leadership from WashU at Brookings and is an Everything DiSC® Certified Practitioner. He is married and the proud father of two children.
