Program Procurement Guidelines

The MCC Program Procurement Guidelines define the policies and procedures to procure goods, works, consulting, and non-consulting services that need to be acquired by MCC partner countries to implement the projects funded by MCC. MCC partner countries establish “accountable entities” or “MCA Entities” to implement the projects funded by MCC under Millennium Challenge Compacts and grant and implementation agreements, and Threshold program grant agreements, entered into pursuant to Section 609(g) and Section 616, respectively, of the Millennium Challenge Act.
