On September 10, 2026, U.S. Ambassador to the Philippines Lee Lipton will join Philippines Secretary of Finance Frederick Go in signing the $60 million Philippines Energy Threshold Program—a U.S. Government grant through the Millennium Challenge Corporation—at the Luzon Economic Corridor (LEC) Investment Forum in Manila. U.S. Ambassador Lipton will be joined by MCC Chief of Staff Dan Petrie, and MCC Acting Vice President for Policy and Evaluation Martha Bowen.
The Philippines Energy Threshold Program is designed to assist the Government of the Republic of the Philippines in modernizing governance of the energy sector. The program aims to reduce high electricity costs and improve reliability. It builds upon combined U.S. government efforts and fills critical gaps that will enable energy sector investment, strengthen energy sector institutions, create a growth-enabling energy environment, and expand opportunities for broader commercial engagement.
The Luzon Economic Corridor Investment Forum is co-hosted by the Governments of the United States and the Republic of the Philippines. Sponsored by the U.S. Trade and Development Agency (USTDA), the Forum convenes 600 international investors, industry leaders, and senior government officials to accelerate commercial partnerships and mobilize private sector investment across the Luzon Economic Corridor in the Philippines. The Forum will highlight the coordinated efforts of the United States, the Philippines, Japan, and partner governments to advance high-impact infrastructure projects that strengthen global supply chains, enhance connectivity, and unlock long-term economic growth in the Philippines.
