MCC Welcomes New Vice President for Policy and Evaluation

Washington, D.C., (July 26, 2021) — The Millennium Challenge Corporation (MCC) today announced the appointment of Alicia Phillips Mandaville as Vice President for the Department of Policy and Evaluation (DPE).

“We are excited to welcome Alicia back to the MCC family,” said Mahmoud Bah, MCC’s Acting Chief Executive Officer. “Having previously served in multiple roles at MCC, including Chief Strategy Officer, Alicia’s distinguished career spans two decades in the public, private, and nonprofit sectors—including pioneering innovative approaches and tools at the intersections of governance, economic development, and technology. She brings back significant experience to MCC and is a great addition to our leadership team.”

Phillips Mandaville returns to lead the DPE team that oversees MCC’s annual country selection and eligibility process; the rigorous analysis, monitoring, and evaluation of grant programs; and MCC’s learning and results agenda. Phillips Mandaville will also manage the development and implementation of MCC’s threshold programs, which are targeted grants that focus primarily on policy and institutional reform.

“Alicia has a sharp analytical mind, passion for our mission and people, and is a creative thinker—this is just what we need at MCC as we prepare to step up efforts, alongside other USG development agencies, to stand by partner countries to spark their economic recovery and growth,” said Alexia Latortue, MCC’s Deputy Chief Executive Officer.

Phillips Mandaville currently serves as Senior Vice President of Global Programs for IREX— a development and education nongovernmental organization. She has also served as Vice President, Global Development Policy and Learning at InterAction and as Vice President at Amida Technology Solutions. She holds a master’s degree in international conflict analysis from the University of Kent in Canterbury and a master’s degree in economics from American University. Philips Mandaville is a life member of the Council on Foreign Relations, a non-resident Senior Associate with the Project on Prosperity and Development at the Center for Strategic and International Studies (CSIS), and a member of the Board of the Alliance for Peacebuilding.

The Millennium Challenge Corporation is an international development agency of the U.S. Government working to reduce global poverty through economic growth. Created in 2004, MCC provides time-limited grants and assistance to poor countries that meet rigorous standards for good governance and fighting corruption to respecting democratic rights.
