MCC Welcomes New Vice President for Administration and Finance

Washington, D.C., (October 18, 2021) — The Millennium Challenge Corporation (MCC) today announced the appointment of Fouad Saad as Vice President for the Department of Administration and Finance (A&F).

“We are delighted to welcome Fouad to MCC’s leadership team,” said Mahmoud Bah, MCC’s Acting Chief Executive Officer. “Fouad’s career spans over two decades in the private, public, and non-profit sectors and his successful track record overseeing budgets and driving policy across the U.S. foreign assistance portfolio will be an invaluable addition to MCC.” Mr. Saad is a member of MCC’s Executive Leadership Team.

As Vice President, Department of Administration and Finance and Chief Financial Officer, Saad will lead the department responsible for managing a wide range of financial, accounting, and administrative programs including MCC’s human capital and resources, budget formulation and execution, acquisition and contracting, information technology, domestic and international security, travel, and facilities management. Saad will oversee MCC’s engagement with the White House Office of Management and Budget (OMB) as well as the audit function and relationship with the Office of the Inspector General and the U.S. Government Accountability Office.

“Fouad is a proven leader with a passion for public service. His deep expertise, analytical approach and strategic thinking skills will be essential as we step up our ambition in advance of MCC at 20,” said Alexia Latortue, MCC’s Deputy CEO.

Saad brings significant experience to the role. Most recently, he served as a Senior Consultant to Gavi, the Vaccine Alliance and COVAX, supporting global vaccination efforts, after serving on the Biden-Harris transition team reviewing the State Department and International Development agencies. Previously, Saad held several positions in OMB, including Branch Chief for International Economic Affairs overseeing $25 billion in U.S. foreign assistance and financing programs across 11 agencies.

Prior to OMB, Saad was a Senior Partner with a boutique Middle East private equity firm, focusing on developing and financing early-stage business ventures. Earlier in his career, he was an entrepreneur, strategy consultant, and a chemical engineer. Saad holds two bachelor's degrees, a master's degree from Massachusetts Institute of Technology, and a Masters in Public Policy from Harvard University.
