Align application procedures with the level of sophistication of potential applicants. The project began with the assumption that there was excess of qualified demand. However, ADA implementers quickly learned that Georgian agribusinesses had difficulty successfully completing grant applications which resulted in poor quality of applications. Mid-course corrections were taken to simplify application forms, clarify evaluation criteria, target outreach, and provide guidance for completing applications.
