Do not expect full maintenance to occur, especially on roads that are not high priority/high profile for the country. In Ghana, the evaluation concluded that it is likely the N1 Highway will be well maintained due to its high-profile nature, but maintenance on the Trunk and Feeder roads is not occurring at sufficient levels. This is a lesson that MCC has already learned, as many current compacts such as Nepal and Liberia focus on technical assistance in road maintenance and planning, incentives for increased financial investment, and even direct investments in road maintenance.
