For accountability purposes, ensure evaluation questions reflect all components of the project objective. While the project objective should have been more specific and measurable, the evaluation questions nonetheless should have covered the full extent of the project objective to ensure that the project was evaluated against the full scope of what it aimed to achieve. Evaluation questions focused primarily on tariffs and the extent to which the project resulted in a cost-reflective tariff. However, the project objective, as noted above, covered a broad set of outcomes around transparency and accountability and evidence-based decision-making, which were not evaluated since the planned activities could not plausibly impact these broader outcomes. However, by only evaluating part of the objective that MCC and the Government of Ghana committed to in the Compact, full accountability is not achieved.
