The compact had two main objectives (1) increase the production and productivity of high-value cash and food crops and (2) enhance the competitiveness of high-value food crops in local and international markets. The Agriculture Project pursued these objectives by picking winners and building private sector goods. Each one of these activities either failed or did not fulfill its original intent because MCC picked winners and then tried play the role of the private sector in the “winning” sector.
