When providing technical assistance, project implementers should document how stakeholder equities are impacted by proposed reforms and develop action plans for engaging with those who might resist the envisioned reforms. Project teams should assess how reform would impact stakeholder interests. While tariff reform aimed to benefit all electricity users by promoting tariffs that cover utility operating costs, as with any reform, there are those that benefitted from maintaining the status quo. Indeed, the evaluation identified several groups and individuals who opposed the changes because they benefitted, financially or politically, from the existing tariff structure.
