In projects with complex implementation modalities and/or multiple implementing groups, evaluation questions should be clearly defined. In this evaluation, it was unclear who was referenced when discussing grant implementers in both the evaluation questions and the report. While the private company received the grant (and could be considered the implementer), community members were executing the grant work and are also considered implementers. To avoid this confusion, evaluation questions should be more explicit and well-defined.
