Four years after the close of the Indonesia Compact, the evaluation found that the renewable energy infrastructure associated with 26% of funded grants were non-operational and only 17% were fully functioning optimally. In reflecting on this finding, there are differing views on whether it constitutes success. An expected failure rate across the Green Prosperity grants was not articulated, therefore the default expectation was that all projects funded by the grants would be operational at this stage post-compact. It is unclear what MCC, or country partners, consider a success based on the current evaluation of the results. For the purposes of accountability and learning, i.e., to best be able to reflect on what worked well or did not in a particular program, there needs to be a clear and documented description of what a project is aiming to achieve that is agreed to by both MCC and its country.
