MCC should not implement grants without proper due diligence and oversight. The grants that were disbursed via the larger grant windows benefitted from additional MCC and MCA support and oversight, met established quality standards, and were functioning at the time of evaluation. Grants made without this support and oversight were not all found to meet acceptable standards and to function properly. MCC cannot assume that local practices and entrenched parties will be sufficient to build, operate and maintain infrastructure.
