As found in the evaluability assessment, the underlying problem diagnostic addressed by social forestry is not clearly defined and the constraints analysis in this space was not conducted. Without a clear problem diagnostic, the foundation for a theory of change and project logic is absent. Given this, there were no clear outcomes to measure, which means an evaluation becomes that attempts to measure outcomes is not possible.
