When low demand for electricity is a concern for communities targeted for off-grid renewable energy, MCC should identify and target anchor clients and consider pre-paid meters. The evaluation found that demand for electricity lagged behind forecasts for each off-grid renewable energy project, in part due to the lack of productive uses that could have been mitigated by a large anchor client. However, the Anekatek model proved to be a sustainable model due to its cost recovery mechanism, which required pre-pay tokens to minimize non-payment risks.
