Consult a wide range of stakeholders to ensure the theory of change is feasible. The Water Smart Homes Outreach Activity, as pointed out by the independent evaluators, could have worked together nicely with the theory of change of the infrastructure investments in the compact. However, this would have required coordination with the utility and messaging content about the safe quality of the utility water, and the in-country stakeholders (the MCA) were not willing to broadcast messages with this content.
