Ensure a logical link between gender-focused investments and the objective of the project. The Women Plumbers investment did not contribute to the Water Network Project objectives not because it didn't have an impact (it did) but because it was not logically linked. All investments in a project must work towards that project objective, per the text of the compact agreement, and the evaluation must evaluate an investment against that objective. In the Jordan Compact, the Social and Gender Integration Plan was developed late after compact implementation, and this may have contributed to the disconnect. Current MCC practice now includes a Social and Gender Assessment as part of the initial Constraints to Growth Analysis that is done at the very beginning of compact development. Specific sub-populations that are at the root of the targeted constraint to growth in a country may be identified through this analysis.
