Investment objectives and the corresponding investment design need to be agreed and documented in the compact agreement. There was an undocumented desire at MCC/MCA-Jordan to directly benefit the poor through the Water Smart Homes investment, but the method or anticipated results of that benefit was not explicitly clear in the compact agreement. The MCC and MCA teams spent a lot of time debating the objectives and implementation model of the investment, leaving little time and limited resources for project implementation. This may have contributed to the lack of impact found by the evaluation for the Water Smart Homes Outreach Activity and the Water Smart Homes Direct Assistance Program
