Key Personnel Changes May Need Evaluation Management Committee Review (EMC): In the Jordan case, some EMC members were not confident in the credentials of the engineer working on the evaluation team. The Evaluation Management Process is designed to prevent such situations by requiring EMC review and contribution to the independent evaluator scope of work (including team qualifications) and participation in the Technical Evaluation Panel of the procurement. After a contract is awarded, changes to key personnel may not always be reviewed by the EMC, since they do not manage the evaluation contract. However, if additional expertise is needed on the evaluation team postcontract award/or new team members are added, the EMC should be engaged in a similar way when relevant: review and contribute to the required qualifications and review the adequacy of proposed candidates in meeting these qualifications.
