Activities added late in the compact development process should be adequately resourced and accelerated before final approval and implementation of the activity. The evaluation found that the activity occurred late in the compact timeframe and that this could possibly affect quality and sustainability. The Liberia Compact entered into force much more quickly than any other compact because of the need to fund the Mount Coffee Hydropower Plant. During compact development, MCC knew that training was a gap for Liberia Electricity Company (LEC). However, MCC did not fully understand the institutional roadblocks to training at LEC. MCC could have brought on resources earlier in compact implementation to design the activity to make up for Liberia’s expedited entry into force.
