Activities added late in the compact process should be carefully analyzed before moving forward with the works. The raw water pipeline was added late in the compact development process (shortly before the Investment Memo) and the Liberia Compact entered into force much more quickly than any other compact because of the need to fund the Mount Coffee Hydropower Plant. The evaluation found that the utility was severely underfunded and needed substantial capacity building leading to a low probability of maintenance of the asset or utilization of the pipeline to its full capacity. This was not fully understood at project selection.
