Activities need an institutional owner to ensure timely completion of the activity. The evaluation found that in addition to late design, the activity also was slow to be implemented. This was due in part to many staffing changes at MCC for this project. There was not a consistent individual that owned this activity at MCC or at the Liberian Millennium Challenge Account, and there was not a clear owner for the activity at Liberia Electricity Company.
