Equipment for training is critical to ensure the staff are properly trained. The evaluation found that much of the equipment in the outdoor training center was removed so that it could be used to service the network. The evaluation also found that trained staff were missing critical safety equipment and basic materials to do their jobs in the ways that the classes trained them. Sourcing equipment and spare parts is a critical issue across many projects and access to spare parts is a necessary condition to sustainability.
