It may not be cost effective to evaluate activities within a Project that do not lead to the Project Objective as stated in the Compact. The Project Objective of the Energy Project, of which the Raw Water Pipeline was part of, was to “provide access to more reliable and affordable electricity.” The water pipeline did not contribute to this objective, but rather was done because the pipeline was part of the original Mount Coffee infrastructure before the Liberia civil war. MCC is addressing this lesson by focusing future evaluations on the Project Objective, particularly as stated in the standard evaluation question: “Did the project achieve its stated objective in the timeframe and magnitude expected, as documented in the Monitoring and Evaluation Plan? Why or why not?” Activities funded under a project will be assessed in terms of their contribution to the Project Objective, rather than as standalone investments.
