The program could have had a longer term, more sustainable impact if the training had been more substantial than a one time offering. The evaluation found that while many parts of the training were high quality, the content would likely have been more sustainable if the training were part of a broader, more systematic workforce development program. MCC originally intended the activity to include a training facility for a long-term program. However, compact changes and a shortened design period resulted in the project shifting from a more robust activity with a consistent training plan to a one-off training, with a training of the trainers component that was intended to provide sustainability. Even without a training facility, more time to provide hands-on training and support and mentor trainers could have been more sustainable.
