Employment and earnings data via tracer studies are vital in understanding results in technical and vocational education and training. As noted in the evaluation, the ability to understand the true impacts of the Functional Literacy and Vocational Training program were limited by both the lack of a true baseline, the very limited representativeness of the sample beneficiaries, as well as by the limited data available from participating training centers. Tracer studies should be conducted by all but the smallest training centers as a matter of course, providing a critical feedback loop into both the targeting and design of programs as well as for the ability to understand differential results across programs, tracks, beneficiary demographics, etc.
