When designing the project logic, consider potential dependencies between outcomes. The project sought to increase incomes for fishers. However, the Marine Protected Areas sub-activity did not produce anticipated results in improved fish stocks and long-term health of marine ecosystems, outcomes that the project intended would contribute to fisher income gains. Indeed, the evaluation report shows that the number of fish caught did not increase. While this was not the main causal pathway to fisher income gains, failure to achieve these upstream outcomes weakened prospects for achieving the downstream outcome – fisher income gains.
