More incentives should have been provided to producers to use irrigation, such as irrigation equipment being made available by the Water User Associations (WUAs) for producers to lease. The project built the improved irrigation system, but farmers lacked the resources to purchase on-farm irrigation equipment in order to use the improved system. The evaluation reported that a lack of WUA-operated irrigation equipment constrained irrigation in some systems during the drought season.
