Roads should be designed to be more durable to require less maintenance. The rehabilitation of the Moldova road was designed and constructed well. Because the road was designed in accordance to projected axel load and hydrological conditions with rigorous quality control during construction, the road has had a very slow rate of deterioration and has needed minimal maintenance even seven years after the completion of rehabilitation. Slower deterioration of the road has contributed to a higher-than-expected economic rate of return.
