Shifting management of water from the government to an association of water users was effective. Farmers’ satisfaction with irrigation water in 2020 was higher than before the systems were rehabilitated and managed by Water User Associations (WUAs). In addition, 25 additional WUAs had been registered in Moldova outside of the 10 WUAs that were established and underwent management transfer through the project. Water users served by non-project WUAs perceived that they had benefitted from the WUA taking over management of the system through lower prices for irrigation and improved timeliness of water delivery.
