Evaluations of reform projects should include an assessment of the political economy of the power sector and how this influences the prospects for successful reform. In addition, evaluations should examine the influence of changes in mindset or perspectives on key reform goals (e.g., private sector investment, cost-reflective tariffs, etc.) among key stakeholders. The impact of a multi-year, intensive, high-profile compact on the knowledge, attitudes and practices of these stakeholders may be significant both in effect and in influencing the future reform trajectory of the power sector.
