The analysis of the Nampula water investments could have been more useful if MCC had customer-level data on water consumption and expenditures. Future programs should assess whether utility data that would be required to demonstrate program impacts exists in a useable form, and if not, should take measures to ensure that such data is produced as part of the investment.
