Lesson Learned
Start capacity building early in the compact life cycle. One evaluation finding noted that drainage infrastructure is not being maintained in part due to lack of capacity of the municipal water companies established by the compact. The compact began building the capacity of AIAS and EMUSA/NA towards the end of the five-year timeclock, limiting MCC’s ability to adequately raise capacity.
